While there are a couple of companies that have developed L3 functionalities, the majority of the industry is very hesitant to go from L2 to L2+, with some inventing new names to like L2++ to avoid the legal conflict of going into L3, where right now responsibility and ownership of failures moves from the driver to the manufacturer.
